The need for a connection between US 63, IA 23, and IA 92 in southeast Oskaloosa was identified in the mid to late 1990’s. With heavy commercial traffic creating congestion through the downtown and using residential streets to get to the industrial park, a plan was created to provide a safe and efficient route around the City of Oskaloosa. The proposed roadway’s priority increased as Mahaska County, Mahaska Chamber & Development Group, and the City of Oskaloosa partnered to create a larger industrial area certified site in southeast Oskaloosa. The proposed Phase I project will connect US 63 to IA 23 and the certified site. Additional phases of the project will connect to Osburn Avenue/S 35th Street and eventually to northeast and northwest connector routes.
