Job Description

Under general direction of the Board of Supervisors, the Superintendent of Maintenance plans and coordinates activities concerned with the design, construction, modification, and maintenance of County facilities including the Courthouse, Sheriff’s Office/Jail, Courthouse Annex, and DHS Building. Supervises and assists workers engaged in maintaining and repairing physical structures of the buildings and upkeeps of grounds.

Job Requirements

  • Must be capable of regular and predictable attendance at a specified location to perform assigned tasks.
  • Supervises Maintenance staff according to Mahaska County policies and applicable laws and regulations. Responsibilities include:
    • Interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; disciplining employees; addressing complaints and resolving problems.
  • Directs and establishes proactive approaches with the maintenance functions of County facilities by:
    • Inspecting facilities and equipment to determine needed installations, repairs, or services.
    • Coordinating regulation requirements or new designs.
    • Analyzing and maintaining schedules for equipment and machinery and recommending repairs or replacements when necessary.
    • Requesting new tools, equipment and supplies as necessary.
  • Coordinates the repair of heating, cooling, plumbing and electrical systems, detention equipment, surveillance and fire alarms systems and ground maintenance activities such as lawn mowing and removing snow.
  • Maintains proper efficiency of maintenance staff by:
    • Processing work orders and establishing schedules that reflect labor hour requirements for completion of each job.
    • Implements changes in schedules and use of equipment to increase efficiency as necessary.
  • Manages facility and maintenance projects by:
    • Planning, budgeting, and scheduling facility modifications, including gathering cost estimates, sending/receiving bid sheets, reviewing layouts and recommending bid approvals and contracts.
    • Inspects completed work for conformance to blueprints, specifications, and standards.
  • Establishes and maintains good working relationships and acts as liaison between contractors/vendors and Board of Supervisors to ensure good communication with progress and details of projects.
  • Prepares annual Maintenance Department budget and continually monitors revenues and expenses.
  • Ensures policies and procedures are following local ordinances and safety regulations.
  • Responsible for overall security of Mahaska County facilities.
  • Provides management of contract services, ensuring a cost-effective solution to Mahaska County facility needs.
  • Manages maintenance of county-acquired properties.
  • Assist Auditor’s office with elections.
  • Other duties as assigned.

SUPERVISION EXERCISED:

  • Functional and administrative supervision is exercised over Maintenance staff.

QUALIFICATIONS:

  • High School Diploma or equivalent.
  • Considerable (3-5 years) prior work experience including
    • Working with institutional heating, cooling, plumbing and electrical, detention equipment, surveillance, elevator, and fire alarm systems.
    • Budget planning, preparation, and monitoring.
    • Project Management (Reading blueprints, specifications, standards, bidding, and inspections)
  • Demonstrated job-related experience in a governmental environment is preferred.
  • Excellent written and verbal communication skills are required.
  • Must be proficient in computer software applications.
  • Must maintain a valid Iowa driver’s license and be insurable under Mahaska County guidelines.
  • Must occasionally be able to lift or move up to 50 pounds.
  • Remain flexible with hours to handle or consult on major maintenance problems.

Job Hours

Normal working hours are 7:00AM-3:30PM, however the employee is periodically required to be available during adverse weather conditions and other hours as required by the job.
