Job Description

The Mahaska County Auditor's office is accepting applications for a full time Deputy Auditor – Payroll position. Minimum knowledge/skills required but not limited to: serve as administrative assistant; provide reception; customer support and clerical assistance to the County Auditor’s office. Administer payroll, process accounts payable, run reports and provide analysis of data. Experience with HR, benefits and insurance are essential. Will also be required to assist with budgeting and election administration.

Candidate must be highly accurate, possess the ability to organize and prioritize work schedule and have exceptional customer service skills. Proficiency in Microsoft Word, Outlook and Excel required with ability to quickly learn other county software. Candidate should possess excellent communication skills, as well as the ability to read and speak fluent English.

Job Requirements

Purpose

To serve as administrative assistant; provide reception; customer support and clerical assistance to County Auditor’s office.  Administer payroll/HR; process accounts payable; run reports and provide analysis of data.  Assist with budgeting, election administration and real estate.

Essential Functions and Responsibilities

The following duties are typical for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required and assigned.

Customer Service:  Greet and assist persons visiting auditor’s office and answer phones.

Payroll/HR:  Receive time sheets from departments and enter data into computer and run reports.  Process and print pay checks or send ACH file for direct deposit.  Verify balances for IPERS, federal and state taxes, health and dental insurance and remit checks to proper endorsee.  Enrollment in benefits. Attend training related to payroll/HR duties. 

Accounts payable:  Receives bills from departments, indicates vendor numbers and enters information into custom accounting programs.  Runs reports and prints checks, distributes reports to department heads.  Assists in budgeting process.  Attend training related to AP duties.

Elections:  Registers eligible voters and enters information into computer.  Responds to voting and election questions in person and over the phone.  Assists with election process – process absentee ballots at counter and for mailing.  Program machines and process results. There will be expected election night hours and required Saturday office openings.  Attend training related to election duties.

Real Estate:  Assist with tax processing and statements.  Attend training related to real estate duties.

Provide clerical assistance in all other aspects of auditor’s office duties, including finance.

Minimum Education and Experience Required to perform Essential Functions

Must possess a high school degree or equivalent and 2 years of progressively responsible experience in an office environment. Experience in payroll, accounts payable, and accounts receivable is preferred.

Language Ability

Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups of customers or employees of organization.

Mathematical skills

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Cognitive Demands

Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.  Ability to multi-task.

Physical Demands

Typical office environment involving sitting, walking, occasional bending, lifting and carrying paper, books and election equipment generally weighing up to 40 lbs. or less.  Horizontal and vertical reaching motion is required.  Aptitudes required are those typically associated with clerical operations including clerical, numerical and forms perception, clarity of vision 20” or less to view computer screens, legal documents and property description cards; eye/hand/foot coordination, hand and finger dexterity, motor coordination, hearing and conversation skills.

Environmental Adaptability

Work is performed in a typical office environment and has no unusual exposure to environmental issues.

Job Hours

Normal operating hours are 8:00am - 4:30pm. Excluding some holidays.  Extended hours required due to elections.
